As for frame-rate, Sleeping Dogs is not the most well-suited game for this resolution, especially on low-end systems. While both the PS4 and Xbox One version ran at 30 FPS on Ultra settings, my own PC could only manage about 20-25. As such, there is a steady drop in quality as resolution increases, but Sleeping Dogs generally stays playable.
Just as a quick comparison, Street Fighter IV runs at 50 FPS on Ultra settings on the same PC. Sleeping Dogs: Definitive Edition is never that smooth to play, but even on lower settings, it is playable - just not up to the standards of most other games running at this resolution.
I don't recommend this for anyone with a modern GPU, as some of the settings are far more demanding on any low-end machine. However, it is still a very nice feature, and Sleeping Dogs: Definitive Edition is certainly one of the best games to make use of it.
However, while the new content looks, walks and talks better, the framerate can get further away from 60fps than before. The cuts in polygon count are high, but thankfully they mostly happen when the camera isn't looking directly into a high-poly character mesh. The upshot is that the game ends up far more smoothly than before; even absent LOD and even at low settings, the game runs reliably 60fps while in motion, and consistently at that.
The second story mission in Sleeping Dogs: Definitive Edition offers a taste of the narrative, but is perhaps a little too short at just over an hour. A fair chunk of that time is spent on loading screens and in a brief opening sequence, but the main narrative begins with the police kicking down and arresting Wei Shen and his family. It's about Shen's part in a missing persons case, and his current wife and son, who happens to be the same age as Shen's own son.
The cutscenes face a different challenge. In the first Sleeping Dogs, the game's countless cutscenes are pretty simple - the camera is placed at a single fixed angle, so no matter how far or close the player moves, the cutscene plays the same way. This only made sense at the time; it could never be realistic to have a camera effectively locked to such a narrow angle, and every player would need to take the same approach. The second game brought with it the ability to place the camera on a full 360 degrees, but the framerate is often far below the target frame-rate, and the cutscenes suffer from heavy stutters and occasional lockups. Thankfully, the Definitive Edition fixes this.
