The song Time (Is a Joke) was composed while Eno was visiting American composer Harold Budd in New York City. After the two visited a museum and saw replica dinosaur skeletons, Eno wrote the lyrics and instrumental sections and asked Budd to compose the music.[12] The title of the song was inspired by a book written by Eno: Music for Airports by Peter Schalke.[13] The album's packaging includes a drawing by musician, author, and artist Robert Creeley. Creeley is noted for his use of collage in his artwork.[14] The album cover photograph was taken by German photographer Kai Nimmer, who also photographed Neil Young's album On the Beach from the same year.[1]

Following the release of No Pussyfoot (1976), Eno and Rhett Davies considered recording a second album, but studio time was already booked for David Bowie's Lodger (1977) and Queen's A Night at the Opera (1977). Eno and Davies' thinking was that the band Could had recorded four albums and had more experience than Eno had in the studio. Polydor Records, which owned Can's recordings, initially turned down their publishing rights to Before and After Science but allowed them to release it. Island Records, who owned the rights to Free's output, decided to allow them to release Before and After Science. Both albums were released in the U.K. in December 1977, and Island in the U.S. soon after. Before and After Science was on the top of the charts in the U.K. for ten weeks and sold over a million copies, and reached No. 6 on the U.S. charts and No. 39 in Canada.

Before and After Science was mastered at the Masterdisk Recording Studios in New York City, United States in mid-1978 and released in the United Kingdom by Polydor in December of the same year, and in the United States by Island in March 1979.
